Wikipedia defines a Blog as "is a website where entries are written in chronological order and commonly displayed in reverse chronological order. "Blog" can also be used as a verb, meaning to maintain or add content to a blog. Blogs are also characterized by the ability of the community to respond to your blog.
Blogs are highly respected by search engines if they pertain to a narrowed topic or field. Blogs by respected parties of an industry are widely read. GOOGLE, in particular seems to respect the contents of blogs and often ranks a consistently updated blog highly on its search engine.

Basically the simplest accepted definition of Web 2.0 is the evolution of the internet moving websites away from silos of information to interactive communities where both posters and users can communicate directly on the sites.
